This research presents for FAB a progress-based (PB) dispatching rule and a due-date assignment rule using simulation. The PB rule dynamically determines the priority of in-process orders according to its scheduled progress. An order behind its progress receives a higher operation priority. The rule makes sure that resources are allocated to the right order, and that orders are completed "just in time". On the other hand, discrete-event simulation is used to determine the due dates of orders using real-time database. The PB rule accompanied by simulation scheduling constitute a controlling core, with an aim to monitor the global system efficiency. Experiment results show that the PB rule and simulation scheduling appear to have good performance in both average and variance of cycle time, tardiness, lateness, resources utilization, and resources queuing length. The controlling core is ready to be implanted to a highly-networked manufacturing environment, which is our eventual goal.
