The 21th century is the competitive time of the human resourse.Hence, how to use the human resource of the police well in orderto enhance the efficiency of the work is very important.The research method of this essay are questionnaires and interviews.And there are also literatures from U.S.A and Japan. The analysisframework of the essay includes some policy implementation theories and human resource management theories. The variables include :man, the character of jobs, resources and environment elements.here are several findings and conclusions :1.In the ascept of human :(1)the police are young. (2)The quality ofthe police don''t grow up clearly and obviously.2.In the ascept of the quantity of the job : (1) the quantity of the jobis too much.3.In the ascept of resources :(1)the police are not satisfied with the welfareand salary. (2) the equipment are too old to protect themselves. (3) theenpowerment is not enough.4.In the ascept of the environment :(1)establish the public relation with peopleis very importment.
