碩士 === 國立中興大學 === 都市計劃研究所 === 86 === In recent years, following the development of economic globalisation, new international division of labor constructs the complicated spatial networks of economies under the development mode of flexible capital accumulation. Therefore,the related discussion of the influences of economic structural changes on economic spatial development is also gradually transferred to the analysis and research of spatial networks of economies. This research examines the economic spatial function orientation''s transition of Taiwan and the flexible productiondivisional relationship between every country in the process of the development of economic globalisation under the development mode of EOI through the directions of system and space; and then responds to the industrial space development of Taiwan as a whole on structural changes. Finally, according to the analyzing results, this research raises that how does Taiwan effectively enhance the structural competitiveness and the status in the spatial network of global economy with technology industrial polices and spatial planning under the environment of the getting worse global economy. Under the development mode of EOI, the economic system of extrovert development strengthens the influences of the global economic structural changes on Taiwan''s economic development; it makes Taiwan''s pyramidal industrial production chain connect with the production network of global economy. As a result, Taiwan is inlaid in the spatial network of global economy, and plays the role of certain spatial function of economy. Through the analysis of Taiwan''s spatial network of transnational economy for the trade flow and the commodity chain of semiconductor, this research finds out that Taiwan is mainly playing an agent production economic object of the semiperiphery export mass production orientation in the international spatial arrangement and stratum network of the globalproduction and manufacturing under the structural restriction of globalized development. Then the change of Taiwan''s network status from periphery to semiperiphery also reflects on the structural change of the nation''s economic space as a whole, such as the setups and reorganizations of the export-processing zones and the development of the science park in Taiwan. In the end of year 1970, the combination of the technological policies and industrial policies of Taiwan made the development policies of technology become an important policy system for enhancing the national competitiveness in the productive restructuring process of Taiwan economy. This research discovers that the present development policies of the technology industry still favors theneo-liberalist model, which is export mass production oriented. Althogh it cancontinue Taiwan''s agent production economic semiperiphery status of the exportmass production in the network, it will prevent Taiwan from actively and effectively enhancing the national structural competitiveness and the present network status. To be awared of this, this research aims on Taiwan''s policy system of the technology industry in the current stage, and brings out two point meanings of the policy and spatial planning. They are: 1. Building and constructing the innovative policy system of technology industry; 2. Building and constructing the flexible spatial management system of technology industry.
