The uncertain parameters was modelled by random variables or stochasticprocess in most of the study in the past. However, uncertainties involved in real world not necessarily random, may be due to incomplete information, vague information,for subjective judgement. Fuzzy set model is more adequate in dealing with this kindof uncertainty. The purpose of this dissertation is to develop an approach to incoporate the subjective judgement and/or emperical or objective data to estimatethe seismic safety of structures which is a different approach from the conventionalreliability approach.
