However, the industrial development tendency and process of change couldn''t be kept track with and forecasted precisely at that time. Consequently, it leaded to the current faced shortages such as the insufficient land for expanding, and the land use planning outside the science park couldn''t go with that inside the park, etc. The development and planning of Tainan Science Park is in progress, therefore, it*s necessary to absorb the experience from Hsinchu Science Park. To forecast the changes of employee distribution in each townships of Tainan area after the Tainan Science Park completed would be a key to understand the impact of Tainan Science Park. These information will be an useful reference to future industrial policies. This study combines spatial interaction model, theories of regional economics, and the impact of high-tech industry on urban development. To establish an allocation models to analyze the changes of employee distribution of high-tech industry and its related industry in each county of Taiwan. The major findings in clude: (1).there is a polarization phenomenon in north region for employee distribution of high-tech industry before Tainan Science Park is established ; (2). Employee distribution of high-tech industry in Tainan will move to the geographic center of Tainan County from the neighborhood of Tainan City ; (3). In addition to, it would not have a great influence on redistribution of related high -tech industry. The employee distribution of related high-tech industry will spread in those townships where industry zone is already existed.
