Summary:碩士 === 國立臺灣大學 === 工業工程學研究所 === 86 === 90年代末,全球企業正面臨空前未有的激烈轉變,後工業社會組織環境之特質 變化多端且又不可捉摸,過往傳統的企業經營方式已不能因應此時代之需求, 故各種改善組織績效與競爭力之管理學說,迅速的在全球各地形成改革風潮。 而在所有管理改革風潮中,最為重要且為人矚目的管理學說,莫過於ISO9000、 全面品質管理、學習型組織等。此三者對於企業組織競爭力之提升,皆具有相當 正面的功效,因之本研究擷取此三大改善手法之精要,提出一具有提昇組織 競爭力、強化組織效能、達成組織最適化之企業典範轉移整合模式。 本研究從ISO9000、全面品質管理以及學習型組織的相關文獻著手,歸納出 ISO 9000和全面品管的推行模式,進而建構模式內涵並與學習型組織核心能力 與工具結合,推導出可持續提升企業競爭能力的企業典範整合模式。本研究乃 是此模式之先期探討研究。 企業典範轉移整合模式含標準化、持續改善及組織學習三大部分。其中ISO9000 是企業進行標準化最好的選擇,藉由ISO9000使得企業對其日常程序文書化,企業 得以建立秩序並定型化、日常化,為往後的持續改善奠定基礎。而全面品質管理正是 持續改善典範的代表,全面品質管理的持續小幅改善,缺乏應變環境突發性巨大變 之彈性,故發現持續改善階段難以解決之重大問題時,則需考慮以學習型組織來應付, 利用學習型組織的特性來保持組織合理架構與彈性並不斷創新與自我突破,來達成持續 提升組織競爭力目標。 Late in 1990, the global enterprises face unheard-of quirk. The characteristic of organization environment in the postindustrial society is variable and intangible. Traditional management can't satisfy the today's requirements anymore, so many various theories of management for boosting corporation performance and competitiveness emerge in whole world and form the current revolution. ISO 9000, TQM (Total Quality Management) and the Learn Organization are the most important and noticeable in those management theories, and all of them can produce a good efficacy on organization. Therefore, the main purpose of this research is to extract the essence of the three management theories and propose an theoretical model of organization paradigm. This research focuses on ISO 9000, Total Quality Management and the Learning Organization. In reference with relative papers, both ISO9000 and TQM processes are established and the process contents are further enhanced. Combing the core ability of learning Organization and its tools, the integrated Corporation Paradigm Shift Model are built.This research is the pilot study of this model. The integrated corporation paradigm shift model contributes itself to corporation competitiveness upgrowth which includes three parts: Standardization, Continue Improvement and Organization Leraning . ISO 9000 is the best management tool for the organization standardization . The corporation write down it's daily process by the request of ISO 9000 and bulid the new order of the organization that is more stabilized. The order is the foundation of continue improvement . TQM stands for the management paradigm of the continue improvement . Refering to flexibility and auditing ability of organization , the learning organization will be taken into consideration. Finally,using Learning Organization to pursue the corporation paradigm shift model, and then achieve the purpose of competitiveness upgrowth.
