The organizational changes brought about by the use of information technology in library organization generated many issues related to the reorganization of library organization, including the separation of university libraries and computer centers as well as the reorganization of Public Service and Technical Service Departments. These questions, which started to foment in the 1970''s, were brought to formal discussion in the 1980''s. In the 90''s, libraries in the United States began attempting to use management techniques such as Total Quality Management and Reengineering to effect organizational changes in hopes of using the Process View management technique to redefine operational order and achieve the library goal of public service while facing the organizational challenge of transforming from traditional to digital libraries. The Reengineering changes attempted by libraries both locally and abroad are still in the trial period, so it is apropos to use exploratory literature survey techniques or case study methods to study them. Therefore, inquiries were made into materials related to the fundamental makeup of reengineering and library organization Reengineering when approaching these library management trends in the United States. Comparisons, furthermore, were made between case studies of the implementation of reengineering gathered both locally and abroad with emphasis laid on university libraries of the United States in an attempt to carry out a different type of library case study on the Taipei Municipal Library and determine whether or not "A Study into the Feasibility of Reorganizing the Taipei Municipal Library into the <Taipei Municipal Library Management Bureau>" really uses Reengineering concepts the Taipei Municipal Library Restructuring Plan. Finally, we hope, through what we have attained from the literature survey and case studies, to be able to offer suggestions to be used as reference when Reengineering library organizations in the future. Five conclusions based on the results of this study are raised in this report: 1.The most important word in Reengineering is "process". 2.The use of the Reengineering conceptual pattern in the Taipei Municipal Library can solve three management problems. 3.It is possible that three problems will be encountered when Reengineering the Taipei Municipal Library. 4.In reality, "A Study into the Feasibility of Restructuring the Taipei Municipal Library as the <Taipei Municipal Library Management Bureau>", does not use Reengineering concepts in its plan to restructure the Taipei Municipal Library. 5.Reasons that Reengineering gets jumbled up with other (library) management techniques. Six recommendations based on the results of this study are offered as follows: 1.Provide the user with satisfactory service. 2.Break through the functional department barrier. Replace it with process-oriented operational methods. 3.Utilize information technology to enable the continuation of library organization transformation. 4.Particular attentionneeds to be paid to the "Human Factor" when implementing Reengineering. 5.We recommend using the conceptual pattern in this study as the standard when verifying Reengineering concepts. 6.We recommend using the Reengineering conceptual pattern for the Taipei Municipal Library to be used in the initial study when implementing Reengineering on the Taipei Municipal Library. We would like to offer six further suggestions: 1.Analyze the process management of library organizations or process change. 2.Analyze the use of various process modeling tools. 3.Analyze the impact of information technology on library organizational changes. 4.Analyze the "Human Factor" involved when Reengineering is used in library organizations. 5.Analyze different examples in which libraries underwent Reengineering. 6.Analyze examples in which different organizations underwent Reengineering.
