Compared with other industries, the construction industry in Taiwan did not pay enough attention to human resource planning because of the fluctuation of project amounts and uncertainty for wining the bids in the competitive construction market. However, once the Taiwan construction is open to international contractors, the human resources planning would become a significant issue for Taiwan''s general contractors to survive.   The purpose of this study is to develop an human resources planning model for contractors in Taiwan to cope with the challenges and competitions in the near future. A detail interview is conducted to reveal the decision factors for some contractors who had employed a formal process for human resources planning. All of these factors are evaluated and analyzed to yield a systematic model for assisting contractors in planning their future human resources.   Three levels of human resources planning are identified as strategic planning, management planning and project planning. By means of case studies, this research illustrated a quantifiable systematic model for human resource planning and allocation. To meet the challenges from international contractors and local competitions in the construction market, the general contractors in Taiwan need much more efforts in developing a formal process for human resource planning.
