Nevertheless, the ash generated from the incineration process requires further disposal. Therefore, landfill is still the final solution for solving the waste treatment problems .Owing to the residents* protest caused by the "NIMBY" syndrome, a landfill site is difficult to llocate. In order to prolong the life span of a landfill, the implementation of waste reduction and recycling program, to some extenVia interview, data collection and statistics, this study investigates the common defects occurred in the three stages of the landfill, and examines if the common defects being improved or corrected during different stages. This study also considers the cause of the defects, and suggests proper solutions to avoid the deterioration of the construction quality and secondary pollution. Above all, this study will serve as a management guideline for construction, maintenance and closure of a general waste/ash laResults show that in the construction stage, the improper monitoring of the site preparation and main construction results in the deterioration of the construction quality. Besides, the poor site safety management caused the poor environment sanitation. In the second stage, improper operation and maintenance of the pollution control facilities, high volume industrial waste in the landfill, lacking of environmental monitoring system and poor employee training originate the odor, waste water overflow, methaneAll the defects shown in this study reveals high duplication with the former studies. It shows that there are no proper control of these problem, in spite of the awareness. It is important that a management and control strategy of the construction, operation, maintenance and closure of the landfill should be built up. In addition, a tracking and following up system should be implemented for the improper managed landfills.
