ated conditions of construction scale the decision of bidding on the lowest pr
ice, which is purely out of the consideration of the sole factors of price, ha
s been unable to meet the requirements of reality. As a result, the events of
securing bidding with low prices and forcing the result of bidding continue to
occur, causing indirectly the low quality of construction, and the bad result
of outdated technology, which cannot be enhanced. With an eye to this, the go
vernment decides to actively strive for the membership of WTO. In order to cat
ch up with the international trend, the government has put the regulation, whi
ch is particularly beneficial to bidding in the newly planned "the government''
s marketing law" as one of the feasible measures in the future. The spirit of
basing on the most advantageous factor to bidding is to fix the evaluating el
ements of the companies participating in bidding before the act of bidding occ
urs according to the characteristics of the construction, and after a careful
evaluation of the total performance, to choose the company which scores the hi
ghest. With the principle, the companies with the sound structure and excelle
nt achievements of quality construction will gain substantial competitive edge
in the future process of bidding. By so doing, the desirable result of biddin
g will help to enhance the quality and technology of domestic construction. D
uring the process of the most beneficial bidding, the key point shall be the f
ixing of the weight of evaluating elements and the setting of evaluating stand
ards. This study attempts to help the policymaker decide on the weight of the
evaluating elements and get the finial result of evaluation by borrowing the t
heory of "Fuzzy Multi-Criteria Decision" and doing simple decomposition of the
levels of complicated problems with the concept of level structure. My experi
ments prove that the theory of "Fuzzy Multi-Criteria Decision" not only makes
easy to the understanding of the relations between each level but is also easy
to use. The theory proves to be really profitable for the bidding authority t
o take it as the reference basis. In the last part of the thesis, I design a p
rocess of the most advantageous bidding, in which I suggest that the process o
f deciding the weight of evaluating elements be incorporated into the procedur
e of bidding as a factor beyond manipulation so as to stop the occurrence of f
orced bidding results from present bidding method.
