The thesis utilizes three methods, the historical research method, the analyses on published studies and interviews to implement the collections, analyses and review of the materials, and then personally visit mainland for actual local study and the interviews on the administration of the culture relics institution. The entire thesis is divided into six chapters. Chapter one, Introduction, explains the research motive, research methods, limitations, description definition, and the review of the published reports. Chapter two is the Policy of Administration of the Culture Relics. In the restoring period, its main course is to take over the museums and to do the archaeology while erecting the fundamental facilities. In the Cultural Revolution period, a large number of the culture relics were wrecked and destroyed as well as the drain of talented because of the Culture Revolution. After the Cultural Revolution and Deng Xiao-ping''s rehabilitation, Deng began to convey the so call "Reform and Open Policy" to cultivate the talented and to do the constructions. Chapter three, the Legal of the Administration of the Culture Relics, analyzes the essential legal articles of the Administration of the Culture Relics in Mainland mainly based on the legal rank of the Laws and Administrative Regulations. Chapter four, the Organizations of the Administration of the Culture Relics, analyzes the central and regional organizations of the administration of the culture relics and their histories in Mainland China. They are Ministry of Culture, State Bureau of Culture Relics, Administrative Bureau of Museums and Archeological Materials, Department of Culture of Guang-dong, and Department of Culture of Inner Mongolia Autonomous Region. Chapter five is Case Study. It takes the Palace Museum, Museum of Chinese History, Arthur M. Sackler Museum of Art Archaeology at Peking University for example to analyze the present administration structure and the real situations of the works. The final chapter, Chapter six, is Conclusion. It, Mainland China, should pay more attentions and efforts in the administration of the culture relics by making the people known of the perception, putting the legal of the preservation of the culture relics into practice, preserving the cultural relics, expanding the budgets and minimizing the political interventions. Moreover, there are also some lessons that can be learned by the two entities with each other between the strait in the administration and of the cultural relics.
