The local government can then gradually draft out their local engineering by priority with the budgetary fund attributed from the provincial government in each year after considering the situation of each drainage appliance .Our research finds some black spots are in existence in practice. However , through a more objective and scientific planning, the public works can be completed accordingly by the importance of each development with the consideration on their actual situation. As a result , the ministerial resources can be evenly allocated for the right use for protecting the life and propsrty of the public and to improve the sanitation in living . But , all of these can not be done without a quantitative decision analysis model﹒ The study puts together the overall evaluation and the ideals of Delphi method . By utilizing the non-random questionnaires tailored at the mayor and officials in each township , the drainage engineering can be carried out by priority . The goal of the study is to establish a model of decision analysis for a yearly planning of drainage engineering in Taichung County.Furthermore , with the aid of geographical information system , a humane managerial support system can be evolved. The purpose of this study is to help improve the manual organization in the past . And with the computerized organization , the official in charge can refer to its analysis to apportion the annual budget by priority . In addition, the top officials can gain sufficient resources and rooms to elevate the efficiency of the organizational model to be as fair and reasonable as possible.
