In the past, however, it is always chosen between this two poles ─「Bus System」with the characteristics of non-exclusive、low-capacity and「Mass Rapid Transit System (MRT)」with the characteristics of exclusive、high-capacity, and it seems to fail to understand and research deeply for the other transportation systems. So how to make a perfect evaluation plan to select the most suitable mass transit system in a metropolitan will be the important issue worthy of doing research. The factors affect the selection of mass transit systems in a metropolitan are very much and complex, and some fuzzy attributes exist in them. In order to consider properly the local environmental characteristics and social-economic conditions, this study combines Fuzzy theory and Grey theory, and first time introduces transportation economic concepts to develop a prefect evaluation plan to select the most suitable mass transit system in a metropolitan. Firstly this study gets the original set of evaluation criteria by literature review, and then apply Grey Statistics Method and Fuzzy Analytic Hierarchy Process to obtains the knowledge and experience of the scope experts in making a complete evaluation structure, finally use Grey Clustering Method to evaluate the performance of the alternatives. In this study, case study on Tainan Metropolitan, and then we find out the following conclusions: 1. Mass Rapid Transit System is most unsuitable for Tainan Metropolitan, and both of Light Rail Transit System and improved Bus System are more suitable. 2. Level of suitability of Both Light Rail Transit System and improved Bus System are still not very much ideal as we expected. 3. The key factor that the operation of mass transit system in Tainan Metropolitan in the future will succeed or not is「Transportation Demand」. 4. The three key problems concern about Light Rail Transit System is「scenery conflict」、「railway safety」 and「road traffic influence」, but all of them above have been solved and improved by international transportation engineering design and transportation management policy.
