碩士 === 國立中央大學 === 土木工程研究所 === 87 === With the intention of improving the long-standing problems of low quality of public construction projects in the R.O.C., in October 1993, the Public Construction Commission of the Executive Yuan enacted the “Quality Management Systems for Public Construction Projects,” aimed at implementing systems to raise the quality of domestic public construction projects. These improvements require the authority responsible for the project to implement three types of quality control measures: i) quality estimates for public construction projects; ii) quality guarantee systems for construction projects; and iii) quality control systems for construction projects. Through the implementation of effective control measures during engineering projects, including the supervision of the supply of building materials and execution of the construction work, it is hoped to attain the goal of raising the quality of public construction projects. This research focuses on the outline of these three aspects of quality control systems. It investigates three main areas: i) the current shortcomings and problems in the system of quality estimates for construction projects; ii) the qualifications and training of the appraisal committee members; and iii) the current state of quality guarantee systems set up by various bodies responsible for construction projects. In addition, it examines the manner of training quality control engineers and the practical conditions when carrying out quality control work on the construction site. In focusing on each aspect of the above-mentioned problems and shortcomings in implementing this work, plans for improvements and suggestions will be offered. These include proposals related to quality estimates for construction projects; suggestions for local governments to carry out spot checks on public construction projects; a proposed framework for quality guarantee systems of the bodies responsible for construction projects; and a proposal that quality control engineers undertake this authority and responsibility. By relying on clear and open schemes, it is hoped that public construction projects can implement quality control management systems that are truly practicable at the construction site, and thereby produce real benefits in the quality control of these public construction projects.
