In order to achieve the purpose of this study, there were two research methods to be utilized. They were “case interview”, and “Delphi technique”. First, the interview and document analysis were used to determine the domains for the necessary skills. Based on the results of document analysis, an interview outline was developed accordingly. The objects of the interview included the following: 1.the chiefs of training department. 2.lecturers. 3.the internal managers of the enterprise. Second, in the Delphi survey, thirty experts were chose for this study. The necessary abilities for the lower manager, the difficulties of training, and the instruction methods were verified. The strategy of instruction, and evaluation were also be analyzed. After finishing the study, the conclusion of this study were stated in the following: I. The necessary abilities for the lower managers include: 1. Strengthen the working abilities. 2. Encourage the good behavior and morality. 3. The sense of recognition with the company. 4. Establish the good attitude. 5. Cultivate the sense of responsibility and working habit. 6. Enhance professional skill. 7. The ability of working distribution. 8. The ability of maintaining work discipline and punishment. 9. The concept of industrial security and health. 10. The ability of OJT(on the job training). II. The training curriculum for the lower manager of mechanical industry must based on the organizational development(O.D.), providing the long term training project and the prosperous career development system. Let training combined with payment, incentives, and position promoted by chief executive officer(C.E.O.). III. Except the lecturing instructional strategy for lower manager of mechanical industry. The training should be done by adding role playing, sensitivity training, group discussion, and the case study for affective domain. Through the process of instruction, it can cultivate such as morality and working attitude etc…. IV. The key point of evaluation strategy for lower manager of mechanical was process evaluation. It could have the instructional goals succeeded for affective domain, such as morality, working attitude, and sense of recognition. After training, the key point was result evaluation. Training must be combined with payment, performance evaluation, and position promotion etc…. It is also important to feedback the result of attitude and working effectiveness on the job, and promote position properly. These also can improve the training effectively.
