To construct a highly efficient combat readiness force for future potential conflict or even war, the approach to integrate the information technologies into the military infrastructure is one of the primary goals of “Revolutions in Military Affairs (RMA)” for each country. C4ISR system plays a vital role in future combat, the C4ISR can help the command channel to gain the situation awareness, to facilitate planning, management, and assessment of the combat, and to order to act and react in nearly real-time mode. Therefore, the data or information is transmitted very fast and the levels of user are broad in the environment of information warfare (IW). There is an urgent requirement of system integration of computer, communication and control. Currently, the ability of Personal Computer (PC) enhances both in functions of effectiveness and efficientness. As the result of this better condition, the main stream of software development will be toward PC combined with Internet. Hence, the application of software integration is very important in the environment of IW. Presently, the traditional project management will not meet the need of integration and will not efficiently manage the huge information. To solve this problem, firstly, we should understand the knowledge of each different level. Then, we can extract the core of the integration form this knowledge. This research summarizes the conceptual ideas, design principles, the related technologies, and the development status of each country of IW. To simplify the complex structure of C4ISR, we also use the characteristic of UML to design IW pattern. The final stage is to continue IW with project management to manage information. An experimental test is constructed to illustrate the feasibility of the proposed idea. The intention is to develop an integrated project management model. For the complex problems, we offer a new digital way to construct our future IW system.
