Further, the business relationship between the corporation and the IS vendor is increasingly that of a partnership rather than merely that of customer and vendor. This dissertation described the formation of partnership in a diversity of outsourcing activities between an organization and an IS vendor. We selected six petrochemical companies with outsourcing experiences in order to investigate the process of partnership development. The results show there is no partnership between firms and vendors, but they built short-term cooperative relationship. The analytic reasons were as follows: First, firms are afraid of the vender can''t provide the services in the future, so, they can not depend on a single vender. Holding multiple vendors will be the corporate strategy. Secondly, owing to the spawning and rapid growth of information technology, venders can''t be expert in a diversity of skills and meet firm''s all expectations. The firms will choose different venders according to outsourcing demands. Finally, although the long-term partnership doesn''t exist, the firms can depend on the reputation based trust to deal with IS contract issues.
