And through the assistance made by two active concepts, decentralization and participation, these sectors can undertake welfare responsibility appropriately and people can enjoy and participate in those welfare services provided by every sector. Additionally, these can avoid the crises from Welfare State. In this study, I choice Kaohsiung City to be the case and the four sectors and two concepts of Welfare Pluralism to be the frame, for inquiring the providing situation of the welfare services concerning aging care in Kaohsiung City.
