There are many factors to cause people have been corrupted in every stage of social development, but the key factors are people’s greed and selfishness. In Taiwan, the government ran the cleaning-corruption movements in 1963, 1981 and 1993. Although there had some good results in those three times, citizens still doubt the determination of the government and think the result is not good enough. When the large corruption case happened, people will discuss about how to reform an institution against corruption. Most of people take the Hong Kong’s Independent Commission Against Corruption ( ICAC ) as a fine model. The objectives of this thesis: 1.To understand the Hong Kong’s against corruption system, policy planning and the institution evolution background, we analysis the area’s politics, economics, and culture to find the reasons and patterns of corruption. 2.By dynamic history description, we know the ICAC are independent from policy organization. And we discuss an against corruption institution of independence and specialization by cases, events, government papers and documents 3.The Hong Kong ‘s against corruption system has two successful compositions: one is ICAC, the other is the Prevention of Bribery Ordinance. Some people say the Prevention of Bribery Ordinance is a good weapon against corruption for ICAC, and some people think that is to violate civil right. We discuss those different opinions by the history of the Hong Kong ‘s against corruption laws. 4.The ICAC has a good performance, because its organization structure, human resource, financial management and operation are well. In this thesis, we introduce and discuss those successful elements.
