New water supply sources become more and more difficult to develop and more expensive. Traditional water management researches focused mainly on management of water systems and tried to derive optimal operational strategies. But the management of regional water supply is an unstructured problem. There is no top down algorithm for solving this sophisticated problem. And more over, different approaches may lead to different answers. A Decision Support System (DSS), which integrates the database and model base with interactive computer interfaces and has been used extensively in business management, may be an answer to this kind of problems. This pilot study tried to build up a Spatial Decision Support System (SDSS) prototype for regional water supply planning. The SDSS extends the DSS implementation by utilizing Geographic Information System (GIS) to manage the spatial data which is relevant to regional water management. The Dan-Shui river basin in northern Taiwan was used as a pilot study area. The system prototype was built on windows platform and Visual Basic5.0C was used to integrate GIS software (Arc/View3.0), optimization solver (Lingo 4.0), and DBMS (Microsoft Access 97). Menu systems in Chinese were used for better user interface. A case study was also presented demonstrating of the use of SDSS in the decision of timing and scale studies for new water supply facilities developments.
