For the sake of conforming to the IEC regulations, this research selects the impulse voltage measurement to be the study target and proceeds to understand and collect the relevant regulations. In addition, in order to fulfill the IEC standard and facilitate the execution of tests, incorporating the computer to strengthen the function of existing test facilities is also a worldwide trend. In this trend, this research focuses on the software development to effectively evaluate the uncertainty, scale factor, lightning impulse curve parameters, and step response parameters in impulse voltage measurement. This software is believed to be helpful in reducing the effort of impulse voltage measurement and its related calculation.
