We follow Ga in & erez-Amaral (1998), using panel data techniques in a framework which takes into account the specific characteristics of the services. We use monthly data for the 16 countries for the period 1990-1995, and equations for Asia and for Europe/America countries are separately estimated. The result show a small, but statistically significant, sensitivity of international telephone traffic to price, an income elasticity that is less than one. The estimated elasticity of the outgoing traffic to the volume of foreign tourism is also significant. However, trade and the volume of abroad only affect the demand for outgoing traffic from Taiwan to a group of Asia countries. Likewise, we find a significant increase in social welfare when a tariff rebalancing that maintains the profit of the operating company is carried out.
