H. Coase, a modern economics scholar, though inheriting the concept of cost introduced since neo-classicalism, puts emphasis on the subjectiveness and qualitative analysis of cost. According to Coase*s theory of "Transact Cost", cost itself cannot be quantified for it is closely involved with human efforts which are made by the objects of trade to break down the barriers arising in the process of business transaction. Different from the mainstream of neoclassical economics which concerns of only the cost of production, Coase studies and look into the roles people play and the exertion they make in doing a successful trade. "Intermedium" is an important factor that directly affects the coast. A Taiwanese expression "Kan Xing", meaning "building up a connection", can adequately describe this intermedium behavior. Coase*s thing is a breakthrough in economics, providing a brand-new perspective on "Transact Cost". This research is based on Coase*s theory and tries to investigate the role and function of "intermedium" in the urban estate development. The conclusions this research has reached are as follows:: 1. The soaring cost of contract is attributed to the insufficient specialized knowledge of the intermedium. 2. It is a trend that the government would enact laws to regulate estate development. 3.
