Abstract:
With the raising of the living standard, we demand medical quality all the more. The death rate of perinatal and newborns is an important indication of the national medical and sanitation situation. In order to decrease the death rate of perinatal and newborns, we can set about the job in several ways. For example: train the related medical personnel, provide good medical facilities, and classify medical institutes and referral for a perinatal pregnant mother and a newborn that are in high danger. In Taiwan, there are some studies of referral projects. Hence, the Perinatal Medical Group was established by the Taipei Regional Medical Service Network Consort Committee .
When we have some urgent case in the Department of Gynaecology and Obstetrics, we send the sick person to a bigger medical institute, such as a Medical Center. But, we have a problem immediately: it''s how to look for an ambulance and a proper hospital. Although the means of "contacting by dialing telephone" is convenient, the contraction process is complex and there is a big obstruction on dealing with an urgent case because of transferring the information without a standardized form. It''s why we haven''t had efficiency in moving perinatal referrals in Taipei in the past. Now, the Perinatal Medical Group should overcome these defects of perinatal referral in Taipei, such as: information-insufficiency, inefficiency, and non-uniformity.
This thesis is to design a Perinatal Emergency Network System, that is to say, by way of the auto-dialing system by modem, instead of telephoning in person. We formulate the delivery information and distribute it place-to-place by computer. Hence, with complete information we can deal with urgent cases well. In terms of design, we design the form and the process of hospital-transferring referral according to the suggestions of the Perinatal Medical Group; in terms of practice, we develop the system base on Microsoft Visual Basic 6.0.
