The final section also outlines several alternatives for Russia and the possible consequences for Germany: 1.The German parties have debate on the new foreign and security policies. During the former Yugoslav crisis, Germany unilaterally recognized Slovenia and Croatia. We can say that it had achieved the major diplomatic success, but also caused the debate from inside and outside, particularly on whether German soldiers could be engaged in out-of-area activities. 2. Because of its position in front the western security defense, Germany closely observes the developments of the new European system. The Central and Eastern Europe can begin their own ties with some regional security organizations in order to become part of European Security arrangements. 3.Based on its geographical location and influences in EU, Germany urges that EU should be open to the Central and Eastern Europe. It has signed some treaties with its eastern neighbors to be in a reconciliation. The EU also signed the association agreements to support the Central and Eastern European system transformation. 4.For the Central and Eastern Europe, Germany has became the most important trade partner since 1980s. German Reunification certainly have a significant impact on their economical activities. The cost of providing huge transfers of public funds to eastern Germany and the growing economic crisis would affect the economic aids given by West Germany. 5.With the emergence of successor states, the CIS-relationship with Germany has become far more complex and more difficult to predict.
