The digitalization of watts-hours meter, in accompany with the data communication, makes the automation of rate of electric fee possible. This also makes contribution to the power company. In the past, most automated meter reading(AMR) were based on such media as twisted pairs, coaxial cable, or optical fibers; but quiet, these media are expensive and difficult to deploy. However the availability of low cost spread-spectrum power line communication technologies has promising future in the automated meter reading. In this thesis, a low cost but high precision added-on circuit for the digitalization of traditional mechanical watts hour meter is developed. Besides, the data transmission is also implemented with spread-spectrum power line communication chip and the Infrared Radical component. This add-on circuit is designed to be added on the existing mechanical meter, with limited cost but high usage. This makes the digitalization watts-hour meter becomes easy and possible.
