For high tech industries emphasizing process and quality , it has become a major issue in the academic and practical fields to set up a set of strategy planning model fitting into technology strategies in high tech industries. When making strategy planning, forecasting can make it more precise and serve as reference for decision-making. Under the hypothesis that "the future is the extension of the past", proceed the single point forecasting on the future. Hence, the forecasting by quantitative analysis can no longer attain the objective of forecasting. The objective of forecasting is also must consider the required width and depth as well as portrait various possible "plots and scenes" for a company. Besides, it also develops various solutions for a company to cope with the current environment. However, it was the SRI''s Steps that made scenario analysis famous. By adopting the SRI''s Steps, Shell Petroleum simulated several scenarios and made out various crisis response solutions at the time of the Oil Crisis. Hence, the study plans to use the steps as the model and procedure of scenario analysis and take one of the high tech industries, CIS, as an example. The purpose is to understand what the scenario of technology development in the industry is and thus assist companies making CIS to proceed technology strategy planning.
