Summary:碩士 === 國立中正大學 === 教育研究所 === 88 === A Study of School Based Curriculum Development Tactics in Compulsory Education Phase ~ For Examples in Chia-yi City and County Abstract The main purposes of this thesis are, first, to analyze the trend of the school-based curriculum development (SBCD) under the context of curriculum reforms in Taiwan, exploring the implications of the SBCD and attempting to construct tactics for SBCD. Secondly, this study helps us understand the opinions about tactics for the SBCD in Chia-Yi area and how important and feasible they are, via the reviews of literatures and empirical research. Finally, according to the conclusions of this study, the researcher proposes some suggestions as a reference for SBCD for elementary schools and junior high schools in Chia-Yi area. By ways of investigations and literatures analysis, this study explores the trend of curriculum reforms and clarifies related concepts of the SBCD, and constructs tactics for curriculum development from the analysis of theories and survey. The research tool is a questionnaire developed by the researcher to help understand opinions about SBCD for elementary schools as well as junior high schools, and the “population” is the principals of elementary schools and junior high schools in Chia-Yi area. There were 190 valid responses from a total population of 193 schools, which translates to a 98.45% response rate. The data was analyzed through applications of descriptive and inferential statistics, including Mean and Standard Deviation, Test of Variance by Mean, ANOVA, and the Scheffe method. The conclusions of this study are as follows: 1. The emphasis of curriculum reforms in Taiwan is focused on the SBCD. 2. The SBCD has important implications and feasible action tactics for curriculum development. 3. Principals are important curriculum leaders. 4. Principals of elementary schools and junior high schools in Chia-Yi area consider tactics for SBCD as “important.” a. For the average degree in the dimension of importance at the situation analysis stage, principals with university diplomas appear to be higher than those with college ones. b. Principals of different variances of age、school background、experience of curriculum development consider the SBCD tactics to be important. 5. All the elementary school and junior high school principals consider the SBCD tactics to be feasible. a. For the average degree in the dimension of feasibility for the SBCD tactics, principals of elementary schools appear to be higher than those of junior high schools. b. For the average degree in the dimension of feasibility of the SBCD tactics, principals of the district schools appear to be higher than those of the schools in remote areas. c. For the average degree in the dimension of feasibility of the SBCD tactics, principals with experiences of curriculum development appear to be higher than those without experiences of curriculum development. d. Generally speaking, principals are inclined to consider the SBCD strategy feasible. 6. The principals have concrete supplemental suggestions for the SBCD. According to the conclusions of this study, the researcher proposes the following suggestions: 1. Suggestions for educational administrative authorities: a. The authority should emphasis on the trends of the SBCD and strengthen communication with school faculties. b. The authority should emphasis the ideals of the SBCD and action tactics so the resources for the small-scale schools can be enriched and hence the problem of scarce resources is solved. c. The authority should strengthen principals’ role as “leader” for the SBCD. d. The authority should help schools to design appropriate tactics for the SBCD. e. Tactics for the SBCD in Chia-Yi area are feasible and practical. f. The authority should consider establishing local institutions for the curriculum development to help schools to enact the SBCD. 2. Suggestions for principals of junior high schools and elementary schools a. Principals should encourage school faculties to undertake curriculum development. b. Principals should share the power of curriculum leadership with school faculties. c. Principals should play their important role at the various stages of curriculum development. 3. Suggestions for teachers of junior high schools and elementary schools a. Teachers should apply the tactics of the SBCD flexibly. b. Teachers should take advantage of the opportunities of in-service training to enrich their professional knowledge about curriculum development. c. Teachers should undertake action research for curriculum development. 4. Suggestions for the Teacher-Education Center a. Teacher-education institutes should help their students develop the professional knowledge and abilities of curriculum development. b. Universities or colleges with the teacher-education center can be the center for curriculum development for the local schools.
