Presently in Taipei City, the existing parking spaces of roads and streets can not be efficiently supervised on account of some imperfections, such as parking regulations, management, as well as enforcement. Moreover, it is difficult that the traffic authority handholds all parking resources and pulsates of traffic character in the urban environment mixed with residential and business districts. Owing to the shortage of funds and personnel for government and the gradually growing senses of community, we propose the strategies of community parking management in order to integrate the parking spaces of public and private sectors by the optimum organization operation based on sharing with the responsibilities between parking suppliers and managers for the current and future needs in the parking management. Finally, we will hope to attain the purposes of community itself-sufficient and sustainability operation. Thus, this study is conducted by the following three stages: The first stage is to explore the definition of community in point of parking management. Furthermore, we intend to investigate and analyze many topics concerning parking supply, demand and regulations by the methods of literature study, field survey and telephone interview. The second stage is to undertake the analyses of community parking management possibly facing problems and planning for future visions, then to create both the advanced mechanisms and strategies based on rules of community parking operation management, which include:(1)the laws and implement procedures of community parking operation management; (2)the division of community scope; (3)organization with advanced strategies and operation types of community parking management and (4) integrated strategies of parking management and resources. The third stage is to establish the best organization operation type of community parking management, to select five feasible alternatives with the Analytic Hierarchy Process (AHP) via expert questionnaires to obtain the value of selective indices, and the results are 3.817, 4.386, 4.459, 4.426 and 4.204 for five feasible alternatives. Obviously, the best organization operation type is “Government itself, or government cooperates with private sector to invest in building parking lots”. Besides, the methods of Person Correlation Coefficients and Reliability Coefficients are applied to prove the best validity and reliability for the results of expert questionnaires. Although the legislation of community parking management does not be passed or even get moving, it is virtually imperative to launch the community parking management strategies, which can not only improve urban parking management but also ameliorate the service of parking.
