Failure of project schedule control system is one of the reasons for delay. Construction projects are uncertain in essence and composed of fragmented pieces of work. When fragmented work is not designed properly and integrated, any control system cannot function well. The purpose of this research is to address the problem of fragmented schedules, to connect the schedule components that are not well integrated in the time management system. A time management system includes components such as activities, pay items, schedule hierarchy, direct and indirect cost, schedule/cost reports, and forecasting and trending reports. Activities and pay items are the core of the time management system. Activities can be extended to different levels of detail, and pay items to direct/indirect cost. Based these activities at various levels and direct or indirect cost items, schedule and cost control reports can be prepared and the project performance predicted. To make the schedule planning and control practicable, it needs to “design” the construction work first, then decompose it systematically, and integrate the decomposed pieces, especially the interfaces. Control needs actual construction data to update progress and cost correctly, and develop valid performance indices. Combined with forecasting and trending methods, the construction projects can be executed more effectively. This research integrates schedule theories and studies, and is a complete practicable method. Based on the connecting procedures developed in this research, planning and control can be better executed, management actions be appropriately taken, and the project time target be easier reached.
