To better meet the demand for bandwidth, the research community is responding with innovative technologies on several fronts. A first response is the development of faster network components, including modems, switches, and transmission lines. Despite these improvements, a flourishing user population and the introduction of new multimedia applications continue to demand even more bandwidth. We anticipate that congestion will be an increasing serious problem. This study considers the problem of computer network congestion from an economic viewpoint. Economic theory suggests that individuals must face actual costs of resources in order to have an appropriate pricing mechanism. Economic efficiency and network efficiency will be obtained by allocating resources according to the value users place on their requests. Users who place a higher value on the packets requested should pay a higher price. This research use COMNET III as a simulation tool. Simulation results of a variety conditions are then used to evaluate different congestion pricing policies .The conclusions are as follows: 1. Male has higher probability to chose high priority interneting than female;graduate students have higher probability to chose high priority interneting than teachers and college students. 2. Users have higher sensibility of fare in high priority than in low priority;users have higher sensibility of waiting time in low priority than in high priority. 3. With regard to the adjusted utility function ,the time value for male and female are NT$14.4 and NT$22.2 per hour respectively;the time value for college students , graduate students and teachers are NT$19.2、NT$10.8 and NT$11.4 per hour respectively. 4. It can not only decrease waiting time with higher time value users but also increase total social welfare by implementing the differential priority pricing appropriately.
