As a result of the loss of raining infiltration and storage of the original land, it not only causes the phenomenon of urban storm water while heavy rain, but destroys the urban ecology and brings about high temperature owing to the heat island effect. Due to the deterioration of urban artificial pavement, the ”Performance of Soil Water Retention in building site” is held by the Ministry of Interior to be one of the assessments of green architecture. Therefore, This research will further the previously study to realize the Performance of Soil Water Retention in urban area of Tainan city. This research builds up an investigation method by sampling from different zonings of Tainan and tries to use the “Percentage of Permeable Area” and “Coefficient of Soil Water Retention” to evaluate the current Performance of Soil Water Retention in urban area of Tainan city. The results conducted by the investigation shows that the “Percentage of Permeable Area” of each zonings are, 12% for residential area, 0% for commercial area, 8% for industrial area, 64% for park area, 32% for educational facilities area and 9% for government organization area. The value is much lower than the data listed in pervious documents in Taiwan and also lower than some parts in Japanese city that are equally developed as Tainan. Further more, we define four kinds of indexes to evaluate the Performance of Soil Water Retention in urban area of Tainan city. After the calculation of each index, the value are 53% for “Average Percentage of Permeable Area”, 0.54 for “Average Coefficient of Soil Water Retention”, 15% for “Average Percentage of Permeable Area within developed area” and 0.17 for “Average Coefficient of Soil Water Retention within developed area’. The last two indexes especially aim at the evaluation of the “Performance of Soil Water Retention “in artificially developed area to exclude the nature parts of Tainan city, such as preserved area, agricultural region and fishing area. The result shows that the artificial materials on the surface of urban environment in Tainan have damaged the original permeable environment violently. Result of the analyses indicates that urban permeable environment should be improved by effective method of Soil Water Retention and proper city plan.
