A concrete approach to achieve the goal of “fire prevention” is the installation, maintenance and examination of the fire protection system, the purpose is to ensure that the fire protection equipment will function properly when the fire occurs, and to detect possible fire proactively before a fire occurs, hence one would be able to control the fire from further damage. This is the area where more attention should be placed on compared with that of “rescue after the disaster”. In an attempt to cope with the gradually diversified society, there has been some modification on the Fire Protection Act in August 1995. The highlight of such modification was the policy of increasing professional technicians and the implementation of the periodic maintenance report requirement on the Fire Protection System. The Fire Protection Office of the Department of Domestic Affairs announced the guidelines for the fire protection system maintenance and reporting duty of various places on December 4th, 1997 and will start on April 1st, 1998. Because this policy is at its preliminary stage, users or owners of building or various places have no precedent cases to refer to or any experience on the applicable laws, the implementation itself and the estimation of the costs of maintenance. Hence, this research is attempting to achieve the goal of understanding and exploration of the present fire protection system maintenance report channel and process by actually participating in the maintaining process of an university’s fire protection system. Furthermore, by the actual recording of the working hours taken to do the main-training job and statistical analysis, this research aims to be used as future references. Through the gathering of information, environmental observation, and recording of actual test, this research gets insight into the legal references of the present maintenance reporting requirement, process of the maintenance of equipment, and the cost structure of working hours, furthermore, to analyze the weakness and shortfall and the influential factors. The major content of this research include: Part one: the analysis of legal references associated with the maintenance of fire protection system. In relation to the overall legal requirement of fire protection, apart from our domestic maintenance report system, we also made comparison to those of Japan which has a legal system similar to ours. It was done in order to explore in the phases of system and of implementation, including investigation and comparison. Part two: the investigation of the maintaining process of fire protection system. Based on the actual involvement in the fire protection system maintenance reporting flow of building in each school zone, we recorded its various maintaining process of fire protection system and the difficulties faced on the sites and so on. After we understand the current maintenance reporting status, then it was used to compare with the legal standard requirement and generate an analysis of such discrepancy, finally to propose suggestions to the present maintaining process of fire protection system and its reporting and filing procedure. Part three: the analysis of the working hour spent on the maintenance of fire protection system. We used the recorded hour spent on the site as a reference to explore all the variables attributed to the number of working hours, the data were grouped and analyzed statistically, in order to realize the weighing influences of these variables. After collecting all the above information, then an estimate equation was derived, and it shall be utilized as a reference for the estimation of maintaining working hours and associated costs in the future.
