The mixture of residential and commercial uses is a distinctive phenomenon in Taiwan. It cast “negative impacts” on and holds ”positive effectiveness” of urban living. Huge influence of commercial facilities, attracts researches regarding to how the negative impacts can be reduced or eliminated rather than on the creation of positive effects of mixed use development. This research intends to find these factors during the developing process and after occupation that help forming a find environment. An interview research method was applied. Seven mixed-used housing complexes cases were developed according to the existing urban planning law and provided better commercial factors that help create a good mixed-use housing complexes chosen for study. The investor、designers、administration committee、key members of the administrative departments were interviewed. This research tries to find the followed: (1) The evaluating criteria of positive effectiveness in a fine living environment. (2) The factors of forming a fine commercial environment. The results of the research shows that seven evaluating criteria could be suggested. They are 「Providing the community with literature and art activities」、「Supplying comfortable living services」、「Supplying various living uses」、「A high-quality management of commercial space」、「Resources sharing」、「Administrative expense sharing」、「Equal governing of the public space」. According to the research findings, the factors that form a fine commercial environment can be divided into two parts: one relating to the development process stages of, another relating to the whole planning process. Three stages can be seen in the architecture development process: the planning stage、the design stage and the management stage. Three factors in the planning stage can be identified:「Promoting economical values through good management」、「Promoting economical values through raising custom reliable in sustaining quality environment」、「Sustaining economic values」;via three factors in design stage are:「Separating the functions between residence and business」、「Creating mutually beneficial spaces between reside and business uses」、「Providing part of the open spaces for commercial uses」;Two factors in the management stage are significant:「Forming consensus for management」、「Implying the concept of management rather than administration」.In the whole planning process four factors are critical:「The authority of choosing desired commercial uses」、「The simplify of authority」、「The consideration of all key factors in each stage of the planning process」、「Importance of management mechanism」。
