Needs Assessment of the community college in Tainan

碩士 === 國立成功大學 === 教育研究所 === 88 === Since the first community university was established in Wenshan District, Taipei on Sep. 28, 1998, the trend of community universities has been developing and spreading throughout Taiwan. To date within one and a half years, there are 15 community universities in Taiwan. Therefore, the aim of this study is to try to understand the residents of Tainan have the need for a community university and that they give opinions about a community university, so this study is for future reference for Tainan to establish a community university. The purpose of this study is to know the local residents'''' desire to attend a community university and the need of setting up a community university and the distribution of variables according to different back-grounds by means of cross analysis. This study adopts the method of questionnaires. By random stratified sampling, the questionnaires were filled out by the householders of elementary schoolchildren and junior high school students. "The questionnaire on the need for a community university and views on it" consists of four parts: personal basic data, views on a community university, the need for a community university, and open-questionnaires. The questionnaires were sent out to 1780 persons over 18 in Tainan, 1302 in reply, and valid samples are 1247, reply rate 73.15%. All the data were processed by SAS and SPSS systems. By means of descriptive statistics, cross analysis and X2 test , the findings of the analysis are as follows. 1. Among 1247 valid samples, most of the people are all for the plans for a community university. For example, the people assume that a community university should be included in college education and they should be granted bachelor''''s degrees when having finished the curriculums. However, even if a community university finally can''''t confer bachelor''''s degrees, as many as 80 percent of the people are willing to attend the community university. Besides, the people agree that there are no limited years to finish the curriculums and no limits to the qualifications for entering the university. It should be supervised by the local government and include the courses concerned with the community. But about 70 percent of the people worry that the teaching quality will be affected if there is no limit to the qualifications for teaching in the community university. 2. Among 1247 valid samples, 80 percent of the people want or want very much to receive extension education. Furthermore, over 90 percent of the people suppose that there is a pressing need to establish a community university in Tainan. After the university is founded, 83.2 percent of the people are willing to enroll in it. 3. Among 1247 valid samples, 1038 people wish or are quite willing to attend the community university. Further they are asked to fill out some questions with multiple answers. The questions are concerned with the content of the need for learning, proper sites and possible difficulties in learning. It is found out that the categories the people wish to learn are those in languages, computer & information, and self development. The proper sites for learning are elementary and high schools and universities. Possible difficulties lie in busy business and high school expenses. The results show that the residents of Tainan long to establish a community university very much. After a community university is set up, a large percentage of the people are willing to attend it. Lifelong learning is the future trend. The founding of a community university makes it possible to realize the ideal of lifelong learning and helps to form a civil society. Accordingly, to establish a community university in Tainan is a most urgent matter, which needs more associ- ations and educational institutions to participate. There is expectation that more ambitious people join in the plan and work hard to form a civil society in Taiwan. Then the ideal of lifelong learning can be fulfilled through national education.
