And the Republic of China has participated in biotechnology since 1982. The development of biotechnology, with its high potentials, holds high priority among the key industries as a target of official promotional efforts. The program for the promotion of biotechnological industries has approved in August, 1995, and revised in August, 1997 by the Executive Yuan of the Republic of China. This study takes the program for the promotion of biotechnological industries of the Executive Yuan as the target policy and adapts the policy analysis model and methods of William N. Dunn , David L. Weimer & Aidan R. Vining and Carl V. Patton & Cavid S. Sawicki to evaluate the target policies. The purpose of this study is to explore if the target policies determining the future success or failure of Taiwan’s biotechnological industry should be improved, based on a comparative reasoning approach comprising both qualitative and quantitative methodology. This study finds that the official program studied does not clarify what the policy problems are, the policy structure is ill-formed due to the inconsistency between the progression’s developmental strategies and its implementing measures, and many highly important policy issues, such as politics, education, ethics, and the administration of business, are missing on the official policy list. Secondly, after evaluating the official policy instruments, this study suggests that policy measures in relation to the expansion and protection of market, the integration of the related sectors, and the protection of biotech-intellectual property rights are insufficient. Finally, with many unresolved fundamental problems which include the unclearly specified key biotechnologies, the difficulty in integrating the governmental officials, the business sectors and the academic communities, and the complicated obstacles encountered in the establishment of the Asia-Pacific Business Operational Center, the attainment of the policy objectives the government’s biotechnological program becomes questionable. This study finds that the target policy didn''''t show what the policy problems are and reveals other policy problems which are important, such as politics, education, ethics and the administration of business. According to the policy instrument, the expansion and protection of market, the integration of sectors and the protection of biotech-related intellectual property rights are insufficient.
