Abstract
Education is a fundamental basis for any state which wants to improve its own competitiveness around the world. Since 1994, national universities in Taiwan have eagerly pursued campus autonomy according to the spirit of “University Law.”
The university fund signifies one of the renovating activities aimed at university reformation. But for some reasons the goals of the university fund has not been successfully fulfilled from the beginning. This study is thus proposed to exploring the explanations. The objectives of this study are devised to: (1) explore the history and context of university fund policy in Taiwan; (2) discuss the operating problems of university fund and speculate some useful policy recommendations; and (3) inquire the future development of university fund. And wish that the national university fund could become one good example of university renovation in our country.
The research method primary utilized by this study is literature analysis, accompanied by content analysis. And our findings with the deficiencies of current operation of university fund are: (1) the delaying of institutionalized legitimization; (2) the deficit of entrepreneurial spirit and the failure of intraorganizational management; (3) the deficiency of institutionalized creativity; (4) the insufficiency of university resources utilization; (5) the inadequacy of marketing skills; and (6) the lacking of finance collecting channel.
Finally, the policy recommendation suggested are listed below.
1. accomplishing the law amending and making of “University Law” as soon as possible;
2. establishing reasonable mechanism and leaving no rooms for political interventions;
3. the level of faculty teaching quality and capacity should be advanced in responding to the tuition charged from the students ;
4. introducing the model of university fund collecting in Mainland China;
5. building some private-public partner relations in managing part of university businesses;
6. the situations and characteristics between different universities should be integrated into the consideration of self-collecting percent of university fund; and
7. freeing the faculty and university industries so as to improve the university’s competitiveness and enrich the methods of financial operating.
