By Kun-Cheng Huang ABSTRACT This study has its major focuses on(1)exploring and analysis thereason and background factors of the Committee of Teacher Selection and Evaluation(2)investigating the opinions of elementary school principals and teachers regarding the function and operation of CTSE(Committee of Teacher Selection and Evaluation)(3)exploring the differences of elementary school principals and teachers in the opinions of function and operation of CTSE , given the consideration of job, sex, seniority, education, school size and the job position(4)examining the different degree in principal''s perspectives of principal''s utilization of position power, given the consideration of different background variances(5)understanding the different degree in teacher''s perspectives of principal''s utilization of position power, given the consideration of different background variances (6)exploring the differences with respect to principal''s utilization of position power, given the consideration of the implementation of CTSE and(7)providing suggestions of the operation of CTSE for reference to principals, teachers and educational agencies. The instrument “Questionnaire of the Influence of the Implementation of the Committee of Teacher Selection and Evaluation on Principal''s Utilization of Position Power” is designed and revised based on literature review and the regulation of CTSE. This questionnaire includes two sections, namely, the function and operation of CTSE and the principal''s utilization of position power. This study adopted stratified ration sampling to select 662 subjects from 55 public elementary schools in Tauyan , Hsinchu , Miaoli areas. Returned data was coded , analyzed , and interpreted through some selected descriptive statistics , t-test , One-way ANOVA and Two-way ANOVA variance analysis. The major conclusion were summarized as follows: 1. The opinions of principals and teachers in terms of function and operation of CTSE are agreeable and complied with the regulation. 2. There are no differences between principals and teachers on the part of the function of CTSE;with respect to the operation of CTSE, principals are scored much higher than teachers, meaning they are approximately conformable or very conformable with the operation 3. On the part of teachers’ operations CTSE, male teachers scored higher than their female counterparts, in addition, members of TSEC scored higher than others. 4.There is a higher frequency than teachers in the opinions of principals of principal''s utilization of position power regarding 「ingratiation」, 「exchange of benefits」 and 「rationality」. 5.In the opinions of principals , the utility frequency of 「coalition」11- 15 years is scored higher than over 21 years. 6.The opinions of teachers in the frequency of 「control over agenda preparation」, members of CTSE is scored higher than others. 7.There are differences between pre- implementation and post- implementation in the utility frequency of principal''s utilization of position power , post- implementation is scored higher than pre-implementation. 8.There is no difference in 「sanctions」 between pre- implementation and post- implementation , and 「assertiveness」「upward appeal」are lower than pre- implementation , others are scored higher. Based on conclusion , some suggestions are made for principals , teachers and educational agencies.
