The study investigated their views on the utilization of educational resources in school, community and special outdoor environment, and its benefits, the difficulties they encountered and their needs. Questionnaire developed by the researcher provided the study tool, which was supplemented by information gathered in personal interview. The study samples were drawn from 58 elementary schools in Hualien County. A total of 258 questionnaires were sent out and 207 valid responses were received. The results obtained from analyzing the data obtained are presented as follows: 1.Teachers'''' utilization of three types of outdoor environmental education resources varied significantly, depending on the location of school, teacher''''s subject (do they teach natural science), whether they had training in environmental education, their experience in related outdoor activities and the availability of outdoor teaching materials. 2.Teachers tended to incorporate a number of teaching methods in outdoor environmental education; their method of assessing student performance was also diverse. 3.Teachers'''' views on the benefits of three types of outdoor environmental education resources did not depart significantly; the view on the benefits brought about by utilizing outdoor environmental education resources and the actual utilization were not significantly correlated. 4.Major difficulties encountered by teachers in utilizing outdoor environmental education resources were student safety, order and expenses in student-related aspects; spread-out of subject hours and heavy content of subjects in the aspect of curriculums; lengthy commuting time, limited knowledge of teaching sources and transportation in the aspect of teaching resources. 5.The needs for outdoor environmental education resources by source are in sequence school, community and special outdoor environment, and the needs showed significant difference. 6.Programs of environmental education promoted by schools were primarily waste sorting and recycling. The planning for outdoor environmental education included compilation of information on "campus sidewalk", "community related courses" or "native land related courses", and the arrangement of campus landscape also took into account teaching needs. Difficulties encountered during planning included funding, work assignment and policy.
