First, it is to investigate the current situation about school-based management in Taipei County elementary school . Second, this investigation is to find out the opinions of the school executives about this issue. Third, this investigation is to provide education administration proposals and recommendation when they make the policy. To accomplish the purposes, this study has adopted the methods of literature review as well as questionnaire. According to the result of literature review, the researcher compiles ”Questionnaire for school-based management of elementary school” to study the current situation in elementary schools and survey the opinions on school-based management. The objects of this study are the school staff in public elementary schools in Taipei County. A total of 65 schools are selected and questionnaires of 900 copies are dispatched. The effective samples acquired are 636 copies. These data are analyzed through statistical packaging software “SPSS for Windows”. From the data of literature review and of questionnaire, the conclusions reached are as follows: 1.Even though SBM is an ambiguous concept, SBM still has 3 essentialities----autonomy of school, the decision of participators and rules on SBM. 2.Fulfilling of SBM could acquire supports from cognitive paradigm, Strategy-Structure Typology and decentralization theory. 3.Fulfilling of SBM bases upon several assumptions that SBM will delegate authority to school stakeholders , the participators will be empowered and feel responsibility , then will advance ownership of school stakeholders , then will promote professionalism of school staff , finally will enhance the health and performance of the organization. 4.The main components of SBM comprised the context of delegation, the role of participators, the domains of delegation and the form to share power. 5.The performances of SBM overseas much of are either neutral or negative. 6.School-based management is fulfilled unsufficiently in Taipei County elementaey school. 7.School staffs think that the educational administrative institute should enhance autonomy of school. 8.Different participators of school-based management should take new roles to perform their missions. 9.School staffs think that complete implementation of SBM will obtain multiple functions. 10.Difficulties will be encountered while fulfilling school-based management. 11.Some coordinated measures should be adopted while carrying out SBM. According to conclusion of this study, the researcher provides some suggestions for the bureau of education administrations, elementary schools, principals, teachers and further studies.
