碩士 === 國立臺北大學 === 企業管理學系 === 88 === BOT model to participate the government infrastructure in Taiwan .In recent years is still a new study and learn region and BOT Burner building project is the government main work and try to used this model to solve the garbage problem in Taiwan. BOT means build、operate and transfer three stages .sometimes we call its as PPI .The infrastructure privatization（PPI）as we say the policy of government to frame and instruct burner market and induce private efficiency and resource to joint government PPI policy. In this research as BOT Burner building project ：government need to commit and promise project procedure can work 、information is open and provide land to private build burner, and private should estimate market risk, final Bank finance according the project analysis estimate risk and return. Final this research provide government two suggest： 1. BOT burner project induce business garbage should to build service index to promise infrastructure quality。 2. Government should promise project procedure can work and serve information to private can pre-work。
