碩士 === 臺東師範學院 === 教育研究所 === 88 === The Joint College Entrance Examination has played a crucial role in the development of higher education in R.O.C. Though, the effectiveness and fairness of the examination have won JCEE a handsome reputation, it is only on the superficial level. Distribution to colleges according to the scores has deprived students of their free will. Mainly reacting to this serious weakness, a lot of innovations have been advocated. The system of Admission via Recommendation and Screening has been implemented from 1994. Four years later, we saw the adoption of the system of Admission Application. The common target of those two systems is that the college departments could select the more potential students from all the applicants; on the other hand, the students could enter college department that they love. Most people support the systems so far. The college departments that agrees with their interests and high schools have been changing and cooperating with each other to make the goal of selecting potential students on the part of colleges and entering the departments agreeing with the interests on the students'' part be realized. But both they still need to know more about Admission via Recommendation and Screening ＆ Admission Application. The main purpose of this study is as follows:（a） to understand the system of Admission via Recommendation and Screening ＆ Application Admission in main countries; （b） to investigate the background of Admission via Recommendation and Screening ＆ Application Admission in R.O.C.; （c） to examine the implement of Admission via Recommendation and Screening ＆ Application Admission; （d） to make some suggestion to educational agencies, high schools, CEEC, students, etc. for their reference.
