In the situation of facing the organization adjustment, it will have the problems of managing professional works and division after uniting the organization. Moreover, under the trend of promoting government administrative efficiency and service and the concept of enterprise’s government and leveling organization, how can Town and Country Planning Bureau adjust organization to conform to the position of land scheme and division of central authority . However, through reviewing a lot of papers of planning organization theory and reinventing government, and combine questionnaire survey and specialists’ interviews, four alternative projects come out. (present pattern, wisdom pattern, combined pattern, and local pattern.) and the structure of project evaluation.
However, in the project evaluation method, the study bases on MCDM, and uses the linear membership function to calculate the project performance evaluation. Furthermore, by using Analytic Hierarchy Process through specialists’ questionnaire survey to calculate the evaluation criteria weight . Finally, combine project performance values and weight values to be the decision making accordance of organization adjustment project.
On criteria weight, it is found that the weight values of “promoting land planning function” are emphasized by specialists after calculating by Analytic Hierarchy Process. For the following criteria, the “ building complete land planning structure” is the most emphatic. And the second one is “effective using available specialists”, and among the other following criteria, “promoting planning efficiency “ is the most emphatic. And under the” organization adjustment capital minimum”, the most emphatic is “future organization working capital”. Finally, as the evaluation of alternative project, the project that gets the highest scores is “Research Institute of Town and country planning of Ministry of the Interior” of the wisdom pattern. That’s because it has higher weight values in “policy research and development ability” and “building complete land planning structure”. The following one is the project of “ reform and combine with construction and planning administration” of combined pattern.
For the structure of land planning organization, hope the achievement of this study can bring up one way of reference materials and one principle and decide the organization project by referring the objective multi criteria decision. On the follow-up study, hope there would be more variety choices for alternative projects. And keep on probing into the objective decision of evaluation criteria and quantification of criteria performance value on the study method.
