We hope that this study can provide a valuable reference for the government sectors that are making an decision in industrial policy issue. In this study, industrial policies were classified into eight categories. Based on the characteristics of these eight categories three clusters were determined: basic policies (Land (L), Energy (E) and Human Resource (H) policies), upgrading policies (Capital (C) and Technology (T) policies), and strengthening policies (Marketing (M), Industrial Relationship (I) and Adjustment of Industrial Structure (A) policies). This paper aims to study the correlation among those three clusters of policies and explore SMEs'' viewpoints in consumer product and industrial product on thirty-four items of industrial policies in upgrading firm''s competitive strength in terms of applicability, helpfulness, satisfaction, and importance. We conducted this survey in two ways (i.e., mail and interview) and finally collected 162 valid questionnaires. Using the mean evaluation of enterprises to various policies, we sort and measure which policies were applicability, helpful and satisfactory to the enterprises. Canonical analysis was used to judge if there was a correlation among the eight categories of policies, and the correlation of applicability, helpfulness and satisfaction were also discussed based on enterprises. The results show that SMEs consider the following policies are the more important ones: financial loans, public works, market information, intellectual property right, human resources, automation technology and research coordination and cooperation . There is also a correlation among the three clusters of policies. SMEs believe that H, T, and A policy mix are highly correlated in terms of applicability. In terms of helpfulness, L and H, T, M and I policy mix are correlated. In terms of satisfaction, L and H, T and three items of strengthening policy are correlated. This article aims to establish optimal assistance policies associated with upgrading industrial policies to enhance SMEs'' competitive strength based on Canonical correlation analysis. A survey reveals that Taiwan SMEs especially satisfy with the LCI (Land, Capital and Industrial Relationship), HTA, LCM and LCA policy mix. The government should establish and implement those policy mixes associated with assistance policies to enhance SMEs'' competitive advantages.
