We use fuzzy multiple objective programming (FMOP) to obtain the gauge of CCSI. In the research FMOP is translated into MOP with fuzzy number to simplify the processes. Entropy weight method is used to estimate the weight between the factors and objects evaluating a BOT project. For reduce the weakness of inexpressible subjective notion and linguistic judgement expression of the factors, fuzzy membership functions are introduced, and fuzzy inference is used to figure out the limits between the factors. Then we set the solution of FMOP as the comparing gauge and use Vender Performance Index (VPI) method to construct the CCSI as a guide when the screening committee is evaluating a BOT project.
