Many education experts have devoted to integrate the information technology and educational activities to provide better educational environment. More and more web-based computer assisted instruction（CAI）systems have been developed. Most of these systems are either lack of a complete courseware design or without the effect analysis. In addition, the problem of transmission bandwidth on Internet is often ignored. In this study, we develop a web-based CAI that teaches the electromagnetic unit of junior high school. We have followed the complete courseware design cycle and used the newest wed-programming technologies. The system has been tested on junior high schools. The system have significant effects on the schools. It improves the learner’s willing in study.
