To understand the essence of the artistic and cultural activities in theories of culturology, esthetic, and artistic education. 2. To discuss the theory about recreational activities. 3. To understand the artistic recreation from the view of esthetics. 4. To realize what kind of activities Ilan residents prefer to participate. 5. To understand the reasons to urge or to stop the residents to participate the artistic and cultural activities. 6. To understand the experiences of residents in participating the artistic and cultural activities. 7. To understand the development of recreation activities in Ilan. 8. To make some suggestions to help improve the situation of recreational activities. Survey Method In order to achieve the above goals, in this project, " Survey On the Ilan Residents Participation in the Artistic and Cultural Activities" was conducted. The result was based on the interviews with a sample of 2582 selected from 12 villages of Ilan County. Random sampling was conducted. The retired responses were 84.62% with significance responses 84.71%. The data was processed with statistics, correlation coefficient, chi-square, and variable analysis. By using theory synthesis, publication studies and polling survey, the following research result was obtained. 1. The residents favored the artistic and cultural activities and went with friends. Some of them prefer staying home and watch the artistic and cultural programs on TV. 2. Most of the residents went to the artistic and cultural activities by self-owned cars. A few residents go by motorbikes and bicycles. Few residents go on foot or taxi. 3. Residents like to choose the artistic and cultural activities that is popular, practical and education oriented. The cognition of sophisticated art is not common. 4. When presented with a list of the artistic and cultural activities, and asked to rate them. The activities were cauterized as the following: (1) Speech of specific topics, life style, parenthood, juvenile education, or common art; (2) Exhibitions of traditional Chinese toys, photos, traditional Chinese painting, calligraphy, and painting. (3) Pershaping art: movie, TV programs, popular music, magic show. (4) Seminars: kite making, paper lantern making, photo taking, comic drawing, weaving. 5. The activities that were least chosen include: (1) Lecture of professional topics, news, or business and technology; religious activities, (2) Exhibitions of scarce woods or stone and ancient relics. (3) Pershaping art: Chinese opera, leather-silhouette show, and Taiwanese opera. Seminar: paper cutting, mounting (a picture, etc.) in the traditional Chinese way, and seal cutting. 6. Differences results were obtained when asked the sample of different geographic groups to choose the 56 kinds of the artistic and cultural activities. 7. When asked to rate the reasons to participate the artistic and cultural activities, most residents chose "cultivation and education in leisure time" over "working" and "information form the media" Few chose "not voluntary." There is difference in different geographic groups. 8. When asked to rate the reasons not participate the artistic and cultural activities, most residents responded " lack of information in art and culture;" a few chose "difficult finding time and the distance keep them away;" a few responded as "must work." Only few responded as "could not catch the trend." 9. When asked about the experiences in participation the artistic and cultural activities, most agreed to have "cognitive learning." Some agreed to have "personality shaping ;" and some agreed to have "improvement in social relationship with others." The results vary when different geographic groups were asked. 10. When asked about by which media the information about the artistic and cultural activities was obtained, most interviewees chose "TV." The other media include poster, DM, advertisement car in the order of its significance. 11. The project further studied the "Traditional Toy Festival" that was designed according to the residents'' preference. The study found out that the festival was educational, interesting, and attractive to adults and children. We mentioned above that "cognitive learning," "personality influencing," and "improvement in social relationship with others" were the demands of the residents in leisure time. 12. The following items are our expectation and present condition that administrators develop cultural activities in Ilan: 1)、It was a point of superiority in Ilan to transact large cultural activities that include "organization, " "system , " "official duty , "and "the union of ideas". 2)、The outlay on arts had been run short of sharing equally. 3)、The art object did not fully keep. 4)、To promote intention of people take participate in art activities and artistic culture. 5)、To summon more educators had influenced teaching . 6)、To reflect on "Industry Cultural " "Culture Industrial". 7)、Folk art education had been wholly investigated but Sophisticated art are always neglected. 8)、To attract men of talents come back to their native place for increasing cultural lively. 9)、Convenient traffic will promote economics and art activitie''s development. 10)、To draw up others large cultural activities at another place pair " Children''s Folklore&Folkgame Festival" in order to lodge travelers and promote"Tourist Industry ". 13. The programs of traditional drama were not well designed to attract the residents. Professional instructors in traditional drama were not enough. Studying traditional drama only limited to several schools. Graduates could not find good jobs in the market. A whole project in promoting the traditional drama education was not planned well enough. General students are lack of interest in understand the art. The project tried to conclude the findings and propose some advice toward the administrators in the artistic and cultural activities, government organizations, art organizations, educators, and the residents. For Administrators 1. They should persist in doing whatever they think is right for promoting culture and art. 2. They should have enthusiasm, and social affinity. 3. They should continuously contribute their effort in promoting the artistic and cultural activities. 4. They should engaged in promoting their professional knowledge. 5. They should expect the establishment of the Ministry of Culture. 6. They should make the most of the possible social resources. 7. They should contract out the artistic and cultural activities to non-governmental organizations. 8. They should plan new and creative different types of artistic and cultural activities. 9. They should hold education and assistance to the residents. 10. They should plan the activities with a complete plan. 11. They should plan different type and level activities in accordance to residents of different background. 12. They should hold more road shows or activities in different villages. 13. They should exploit more resources of art and encourage art works. 14. They should occasionally hold contest in art works and promote the standard of fine art works. 15. They should set up rewards and grant to help artists or art groups. 16. They should make the most of the media to publicize the activities. 17. They should help promote the quality of cable TV in the county. 18. They should try to persuade residents to participate the artistic and cultural activities. 19. They should delete the obstacles that prevent residents from the artistic and cultural activities. 20. They should set up voluntary program to help the artistic and cultural activities. 21. They should build up more public facilities and release more space for art work. For Residents 1. They should perceive " Lifelong Education Generations"coming. 2. They should evaluate personal need. 3. They should try to have access to information. 4. They should make it a habit to participate the artistic and cultural activities. 5. They should learn to change. 6. Good news of arts activities were handed down by residents. For Art Workers 1. They should establish a self-evaluation system of the professional ability. 2. They should try to understand the administrative procedure (regulations and system, etc.) in order to have communication with government authorities and sponsors. 3. They should continuously promote their professional ability. For Educators Art Education 1. To broaden the vision of students in art. 2. Not to skip the classes of art or culture related information. 3. To send teachers to advanced studies in art. 4. To hold the artistic and cultural activities on campus and to hold exhibitions of art works of students. 5. Arts combine education to promote community development. Others 1. Organizations and companies should organize recreational associations for workers. The personnel department should hold the artistic and cultural activities for workers to participate in their leisure time. 2. The study suggests that the activity planner should set up children''s camp while planning the event or activity for adults. In the children''s camp, professional leaders and instructors must be employed to lead the children to games and shows.
