This issue becomes even more complicated for government owned lands. Among many management tactics, pricing strategy could play an important role to justly and effectively manage the various uses of recreational resources, especially dealing with the different attitudes toward managing recreation resources between residents and tourists. Therefore, the primary study objectives are (1) to understand visitor’s opinions of pricing strategies for public recreational resources and compare the differences between residents and tourists; (2) to examine the relationships between opinions of pricing strategies and “attitudes of resource ownership”, “use characteristics”, and “perceived recreation benefits”; and (3) to discuss and access the fairness and effectiveness of pricing strategies for managing public recreational resources. In-depth interviews, secondary data analyses and on-site visitor survey were utilized in this study. Visitor survey was conducted in May 2000 in the Wu Lao Keng Scenic Park, and total 301 valid questionnaires were used for analysis. Five major conclusions are made. First, most visitors perceived that the ownership of recreational resources for Wu Lao Keng Scenic Park belongs to local residents; however, about 40 percent of visitors agree that everyone has same right to use. Secondly, the significantly different opinions of resource ownership between residents and visitors lead to their various attitudes toward pricing strategies of free use for residents. Thirdly, for Wu Lao Keng Scenic Park, the visitors strongly perceive the recreational benefits, except for economic benefits. Study results show various types of recreation benefits have positive impacts on related pricing strategies. Fourthly, in terms of use patterns, residents and tourists are different in “visiting frequency”, “length of stay”, “participating activities”, and “trip companions”. The differences of use characteristics contribute to variations of pricing strategies. Finally, “charging equal price for residents and visitors”, “during the weekday, residents can entry park freely”, “providing discriminating prices for the elders, children and students are three pricing strategies which can be better explained by regression models.
