The study tried to examine the evaluation factors of the allocation of urban parks & green space based on the theory of landscape ecology and social-cultural aspect. Aiming at the structure, feature, and fitting allocation of urban parks & green space, the study underwent two-phases of questionnaire conducting by experts. In phase one, the questionnaire carried Fuzzy Delphi method to examine and choose the evaluation factors of the allocation of urban parks & green space. The advantages of this method were: (a) overcoming the disadvantage of consuming time and money (b) considering uncertain circumstances of Delphi Method (c) expressing opinions of experts loyally and thoroughly. Evaluation factors included three hierarchies. Hierarchy one included the factors of “completeness of physical ecology” and “cultural functions”. While hierarchy two included the factors of “context”, ” ecological functions”, “recreational functions”, and “cultural functions”. Hierarchy three included sixteen factors, such as “area of park or green space”, etc. In phase two, the questionnaire carried Fuzzy Analytic Hierarchy Process Method to obtain the comparison value of each pair of factors. Then the study utilized the calculate process of Similarity Aggregation Method to obtain the weight of each individual factor. The advantages of those methods were:(a) taking account of fuzzy condition (b) considering the important degree of each expert (c) using agreement matrix to show agreement degree of experts and distribution of opinion of each expert. Finally, the evaluation framework of the allocation of urban parks & green space was established. The evaluation framework was applied to Doug-Feng Park and Feng-Le Park as case studies. It was found that the completeness of physical ecology in Doug-Feng Park is superior to Feng-Le Park, because of fine spatial structure and functions of landscape. While the cultural functions of Feng-Le Park is superior to Doug-Feng Park, because there are various opportunities to recreate. The evaluation outcome indicated the influence of physical environment of site to the ecological allocation. The result could be used as a reference for future planning, design, and improvement of parks & green space. Furthermore, it also could be a foundation of ecological assessment for urban green space system.
