Construction site in urban area is surrounded by many buildings.Any accident due to poor construction can cause severe damage to adjacent building and endanger the lives and properties of household. Therefore, it is important how to react in time when construction hazard is pending or in progress.
The organization for governmental emergency reaction against construction hazard consists of three levels. However, there is no any regulation to require contractor to take similar measurement. This study proposes an emergency procedure with three stages, i.e. before, during and after emergency event.
To ensure the validity of the emergency procedure, this model is applied to four construction failure cases for any necessary modification. In addition, this study also proposed some regulations which are needed to make this emergency procedure applicable.
